Issuse with Flash, only 360p max.

Hello, im new here so welcome everybody 
From a long time I have a issuse with youtube/adobe flash. Max resolution i can set is 360p. Sometime after updates, it was ok for some part of time. Then I'm checking this film in firefox
and full hd available :/ Can You know that issuse?
Windows 7 64bit, always new flash.
