Проблема с установкой тем

Good afternoon. After updating to 65.0.3400.0, there was a problem with installing themes. As you can see in the photo, the theme is not scaled to the full screen leaving an empty area at the bottom. (white, blue, black, depending on the color of the theme)
Today I completely removed the browser from my computer and installed the latest version 66.0.3450.0 (Official build), (32 bit),
but the problem is not solved. Please help me fix it
